What kind of actions have been taken in Windsor so far to track down the Cam there, especially any hidden Cam? I don't see any influence expenditures other then Camilles that even attempt anything in Windsor, so I'm not sure how all the Elysiums have been found in the past.
I'm coming up with an influence sheet for Windsor so the influence back and forth between the Cam there and the Sabbat here can be a little better defined.

When did we decide that Tremere labs were in Windsor? Also why wouldn't the BNB's have detected them when they looked for them? Lastly WTF is Mitch mitching about this time?

How would the BnB have detected anything? There have been no influence actions spent...ever to find anything in Windsor. It's not like one can drive around looking for signs that say "Vampires rest here".
I'm still trying to figure out how they kept coming up with information about all the Cam Elysiums and Havens. Vito mentioned something about them driving around "detecting magic" but since the only ritual that does anything similar to that is Sense the Mystical within a few yards of the individual by carrying around a candle that causes magical affects to glitter when it's light shines upon them. Anyone walking around a city with a candle, recasting the ritual every scense, and poking into every building has my blessing to do so, and in ten years they will have accomplished their task.
Anyway, as for this particular location. It was a research lab that had for the most part been shut down, all the mobile projects were moved out of there since the escalation of hostilities. The top 3 levels were simple office and administration levels and a call center for Green Shield, the bottom three were secured research labs, more technical in nature then magical, though there was a ward versus spirits/vampires etc etc around the place to prevent any astral spying.
The First basement level B1 was a place where a lot of blood research was done. This is where they were working on a new pathogen (see Pathogen below).
The second basement level (B2), the players skipped this level, but this is where a lot of information from both the first and third levels were stored. Most of it was cleared out weeks ago, but they could have found some leads that could give them an idea about what went on here and possibly some leads to other sites.
B3 is where the big nasty lurked. The big nasty was, quite simply, a vampiric Golem. This is where they were doing research combining science and vampirism into a new form of guardian, to replace the now defunct Gargoyle program. While Gargoyles are still useful, they are not as appropriate in the modern nights as they used to be, and more importantly this penchant for independent thought and freedom that they have. The thing that was left there was simply a blood Golem, a creation still in the testing phase that had a more potent concentrated blood ability then even the most potent of vampires. Of course, the downside was that it was connected at all times to it's source of blood, and once removed would be basically worthless. The fight was a great source of data for the Tremere, but again these aren't changes that could take place anytime within game time, so thats probably the last time they will run into one of those ever since it was a prototype.
Pathogen: A disease that when introduced into a vampiric host binds to the vitae in their system and makes it so they can not gain sustenance from any mortal or normal ghoul blood, Vampire blood and Revenant blood provide sustenance like normal. They just shit it out like they have the runs. This disease is catching, so anyone that ingest an infected persons vitae would have a chance of catching it (test, catch it on a loss). It's still in a rough state at the moment, (and will never get more advanced in the scope of this game, if it comes into play again at all). Curing it can be done in one of two simple ways (and any number of more difficult ones). First, the level 1 ritual Purify blood. Second, and one that will happen naturally on it's own. Once a vampire burns the last of the blood in their system, they fall into torpor like normal, however the act of burning that last blood point also burns the taint out of their system since it has nothing to sustain itself on. Upon recovery from torpor (if that happens) they are no longer tainted.
